There is no separate button to create a Facebook agency ad account immediately. In fact, agencies must go through a long process to become verified Meta agency partners and get exclusive perks, including advanced feature ad accounts. To create a Facebook agency ad account, you need to create a BM account, create an ad account and page, then meet Meta’s eligibility requirements, apply for the MBP program, and get verified. Here are the detailed steps on how to create a Facebook agency ad account that you can follow.

How To Create A Facebook Agency Ad Account: 6 Steps (2026)

A true Facebook agency ad account (often called a “Whitelisted” or “Partner” account) offers higher spending limits, faster ad approvals, and inherited trust from Meta-certified partners.

If you are not familiar with a Facebook agency ad account, you can visit my previous post: What is a Facebook Agency Account to have a comprehensive look at this premium tier of Facebook account.

To create a Facebook agency account for new agencies starting from scratch, the process encompasses 6 steps as shown in the flow chart below.

Now, let’s dive deep into each step.

Step 1: Create a Business Manager account

Step 1: Create a Business Manager account
Step 1: Create a Business Manager account

If you start from scratch, you must create a Business Manager (BM) account.

How to do:

  1. Log in to Facebook.
  2. Go to business.facebook.com/overview
  3. Select Create an account.
  4. Enter the required information, including your name, business name, and email.
  5. Click Submit.
  6. Confirm your email address.

Step 2: Create ad accounts and pages for advertising

Now, you can create pages and ad accounts in your BM to run ads and build your business portfolio.

For a new BM account, you can create one ad account only. After making successful payments for some ads with the first account, you can raise your ad account creation limit and get more ad accounts.

The first two steps are just the basics to start a marketing agency on Facebook.

Now, let’s move to the core of how to create a Facebook agency ad account.

Step 3: Meet Meta’s eligibility requirements

To become an official agency partner of Meta and create premium agency ad accounts, you must build your BM gradually to meet the agency eligibility requirements of the Meta Business Partners (MBPs) program.

The Agency specialty of the Meta Business Partners program has two separate tiers:

  • Member tier
  • Badged partner tier

An enrolled member is not an official agency partner of Meta. With this tier, you can access valuable resources designed by the platform for new agencies to grow your expertise, such as sales presentations, training material, budget optimization recommendations, and more.

To create Facebook agency ad accounts and unlock additional agency-level benefits, you must reach the badged partner tier. As a partner, you can list your agency on Meta’s partner directory, add the Meta Business Partner badge on your website, get live chat and technical support, etc.

Step 4: Apply for the Meta Business Partners program

Once your BM is eligible, you can apply for the program through the Meta Business Partners portal by following these steps:

  1. Visit the Meta Business Partners portal.
  2. Navigate to the Agency specialty section and click Apply.
  3. Select your Business and choose the Specialty as Agency.
  4. Select Opt-in to Partner Program Updates.
  5. Click Submit to send your application.

Step 5: Get verified

Meta will review your application and make a decision based on the mentioned criteria.

The verification process can take time, so you should be patient and wait for an email reply from the platform.

If your application for the badged partner tier is approved, welcome aboard! You are now a Meta agency partner.

Step 6: Create agency ad accounts

Now, you can create multiple agency ad accounts and enjoy exclusive perks from Meta as an official agency partner.

The steps to create agency ad accounts are similar to creating new ad accounts in Business Manager, which we have already instructed you in step 2. You can scroll back to find the full steps.

I’ve outlined all the basic steps on how to create a Facebook agency ad account. Keep reading for more detailed instructions on each step.

Remember, this is a long and arduous journey. You should consider your goals and resources before you start.

Tip: If you simply want to get agency ad accounts to run ads with fewer bans and limitations, I recommend you cut corners with a Facebook agency ad account for rent. You can get enhanced features immediately without laborious work.

Eligibility Criteria For Meta Agency Members And Badged Partners (2026)

The eligibility criteria of the Meta Business Partners program are easier for the member tier in terms of minimum ad spend, but still require at least 180 days of running ads and complying with advertising policies.

The badged tier is much harder to achieve. Agencies must demonstrate significant ad spend (exact amounts vary) and a substantial number of pages. Meta offers 3 paths with different requirements to become a badge partner.
