For new agencies starting from scratch, the process encompasses 6 steps as shown in the flow chart below.
Now, let’s dive deep into each step.
Step 1: Create a Business Manager account
If you start from scratch, you must create a Business Manager (BM) account.
How to do:
- Log into Facebook.
- Go to business.facebook.com/overview.
- Select Create an account.
- Enter the required information including your name, business name, and email.
- Click Submit.
- Confirm your email address.
Step 2: Create ad accounts and pages for advertising
Now, you can create pages and ad accounts in your BM to run ads and build your business portfolio.
For a new BM account, you can create one ad account only. After making successful payments for some ads with the first account, you can raise your ad account creation limit and get more ad accounts.
The first two steps are just the basics to start a marketing agency on Facebook.
Now, let’s move to the core of how to create a Facebook agency ad account.
Step 3: Meet Meta’s eligibility requirements
To become an official agency partner of Meta and create premium agency ad accounts, you must build your BM gradually to meet the agency eligibility requirements of the Meta Business Partners (MBPs) program.
The Agency specialty of the Meta Business Partners program has two separate tiers:
- Member tier
- Badged partner tier
An enrolled member is not an official agency partner of Meta. With this tier, you can access valuable resources designed by the platform for new agencies to grow your expertise, such as sales presentations, training material, budget optimization recommendations, and more.
To create Facebook agency ad accounts and unlock additional agency-level benefits, you must reach the badged partner tier. As a partner, you can list your agency on Meta’s partner directory, add the Meta Business Partner badge on your website, get live chat and technical support, etc.
Step 4: Apply for the Meta Business Partners program
Once your BM is eligible, you can apply for the program through the Meta Business Partners portal by following these steps:
- Visit the Meta Business Partners portal at https://www.facebook.com/business/marketing-partners/become-a-partner.
- Navigate to the Agency specialty section and click Apply.
- Select your Business and choose the Specialty as Agency.
- Select Opt-in to Partner Program Updates.
- Click Submit to send your application.
Step 5: Get verified
Meta will review your application and make a decision based on the mentioned criteria.
The verification process can take time, so you should be patient and wait for a reply email from the platform.
If your application for the badged partner tier is approved, welcome aboard! You are now a Meta agency partner.
Step 6: Create agency ad accounts
Now, you can create multiple agency ad accounts and enjoy exclusive perks from Meta as an official agency partner.
The steps to create agency ad accounts are similar to creating new ad accounts in Business Manager, which we have already instructed you in step 2. You can scroll back to find the full steps.

How To Create A Facebook Ad Account In Business Manager (2025)
Follow these steps to create a business ad account for your agency:
- Go to Settings at https://business.facebook.com/latest/settings.
- Select Accounts > Ad Accounts.
- Click +Add.
- Choose the option Create a new ad account.
- Enter the Ad account name, and set the Time zone and Currency.
- Click Next.
- Select Usage, and click Next.
- Select I agree to Meta Terms of Services… and click Create ad account.
- Now, you can select Add Payment Info and follow the on-screen instructions to set up a payment method for your new ad account.
- When you finish, click Save.
You also need to create and add Facebook pages to your BM account.
How To Create A Page In Business Manager (2025)
Follow these steps to create a new page for your agency and add it to the BM account:
- In Settings, select Accounts > Pages.
- Select +Add > Create a new Facebook Page.
- Enter Details including Page name and Category.
- Select Next.
- By default, the new page will be added to your BM. Click I agree to Meta Terms of Service… and select Create Page.
- Select Done.
Repeat the process to add more pages to your BM account.
You can also add existing Facebook pages to your BM by selecting +Add > Add an existing Facebook Page.
Now, you can launch ads with your new ad accounts and Facebook pages.
How To Run Facebook Ads (2025)
To launch ads with the ad account and page you have just created, you need to:
- Go to Ads Manager.
- Select Campaigns > +Create.
- Switch to your business ad account.
- Set up your campaign, ad set, and ad by following the instructions on the screen.
- Select a page in your BM and set a budget for your ad.
- Craft an original ad creative and follow Facebook’s advertising policies.
- Submit your ad to Facebook. Your ad will go live after being reviewed and approved by the Facebook review system. The process usually takes 24 hours, but sometimes you may need to wait longer.

Eligibility Criteria For Meta Agency Members And Badged Partners (2025)
The eligibility criteria of the Meta Business Partners program are easier for the member tier in terms of minimum ad spend but still require at least 180 days of running ads and complying with advertising policies.
The badged tier is much harder to achieve. Agencies must demonstrate significant ad spend (exact amounts vary) and a substantial number of pages. Meta offers 3 paths with different requirements to become a badged partner.
